Nepal's Department of Immigration states the visa exemption in plain words: Indian citizens do not require a visa to enter Nepal. There is nothing to apply for before travel.
By air, Indian citizens can enter Nepal only with an Indian passport or a voter ID card issued by the Election Commission. For children under 18 accompanied by a guardian, a school ID or birth certificate must be submitted.
On arrival — by air at Tribhuvan International Airport or at a land border — present your Indian passport or voter ID at the immigration counter and enter without a visa: no fee, no form.

- By air, only an Indian passport or an Election Commission voter ID card is accepted — other IDs (such as Aadhaar) are not listed by the Department of Immigration for air entry.
