Russian citizens living in the United States can visit Serbia visa-free — no visa is required for visits of up to 30 days per visit, per the Serbian MFA's official visa regime; the visa-free rule is the same regardless of where you live, including the United States.

The Serbian MFA's official visa-regime page for Russia states that holders of ordinary passports need no visa for visits of up to 30 days. No visa or pre-travel authorisation to obtain.
Visa-free entry covers visits of up to 30 days per visit. For longer stays, or purposes like employment or study, a visa (C or long-stay D) is required — check the official page before you travel.
There is nothing to apply for in advance: you present your valid ordinary passport at the border and receive your stay on entry. Keep your entry stamp — your visa-free days count from it.

- Second passport (only if your visa/permit is in an old passport) — Serbia allows entering with two passports — e.g. an expired passport carrying a valid visa or residence permit together with your valid passport. ✓ 已核实
- Residence-permit card + passport (residence-permit holders) — If you hold a residence permit issued as a separate card (not a sticker in the passport), you must present your valid passport when entering Serbia. ✓ 已核实

No visa to apply for in advance — from the United States (or anywhere) you enter Serbia visa-free with your ordinary passport and receive your stay at the border. There is no Serbian visa-centre step in the US.
