The Serbian MFA's official visa-regime page for Russia states that holders of ordinary passports need no visa for visits of up to 30 days. No visa or pre-travel authorisation to obtain.
Visa-free entry covers visits of up to 30 days per visit. For longer stays, or purposes like employment or study, a visa (C or long-stay D) is required — check the official page before you travel.
There is nothing to apply for in advance: you present your valid ordinary passport at the border and receive your stay on entry. Keep your entry stamp — your visa-free days count from it.
