Chinese citizens living in the United States do not need a visa for Azerbaijan for short visits — visa-free entry is based on nationality, so it is identical regardless of where you live: under the bilateral visa-free regime they can enter and stay up to 30 days per entry (and no more than 90 days in total in any 180-day period) on a valid passport. Just register at your place of stay if you stay over 15 days.

Azerbaijan applies a visa-free regime on the basis of reciprocity with a set of partner countries. China is on that list, so Chinese citizens holding a valid passport do not need a visa or e-Visa for a short visit.
Your visa-free stay is up to 30 days per entry (and no more than 90 days in total in any 180-day period). Plan your trip within that limit — to stay longer you would need to obtain a visa in advance or apply for a temporary residence permit.
Because you are visa-free, you travel with just your valid passport and present it at the Azerbaijani border checkpoint — no visa, e-Visa or advance application is required.
If you stay in Azerbaijan for more than 15 days you must register at your place of stay with the State Migration Service — usually handled by your hotel. No state fee is required for the registration.
