Indian citizens living in the United States can visit Kazakhstan visa-free — ordinary-passport holders may stay up to 14 days per visit under the official MFA visa-regime table, for tourist, guest and business purposes; apply from the United States (or anywhere), the process is identical regardless of residence.

On the official MFA visa-regime table, India appears as visa-free for ordinary ("N") passports — so no visa is needed in advance for a short visit. Kazakhstan's visa-free regime covers tourist, guest and business purposes.
Ordinary-passport holders of India may stay visa-free up to 14 days per visit under the official visa-regime table. For a longer stay you would need an e-Visa or a consular visa.
You receive your visa-free entry stamp on arrival — a valid passport is all you need to cross. After arrival, your receiving party (host, hotel or inviting company) must notify the Migration Service; this can be done online via the Visa and Migration Portal (vmp.gov.kz).

No visa to apply for in advance: you enter visa-free and receive your stay on arrival — the process is identical regardless of where you live, including the United States.
