Vietnamese citizens can enter Cambodia without a visa for up to 30 days (normal passports), per the official MFAIC visa-exemption list — the exemption follows the passport, so living in the United States changes nothing. Vietnam is on Cambodia's official visa-exemption list — the official e-Visa site lists it among the exempt ASEAN nationalities, and the MFAIC exemption table gives normal passports 30 days per visit. No application, fee or registration before travel.
All travellers must fill in the Cambodia e-Arrival — visa-exempt visitors included — and submitting it online within 7 days before arrival avoids queueing at the immigration counter.
Present your passport at the border checkpoint. Under the bilateral arrangement on the official MFAIC table, holders of normal Vietnamese passports are admitted for up to 30 days per visit; immigration officers make the final decision on entry.
